Publishing the Data on Protected Sites in Linked Open Data Space

Abstract: This article presents the framework that incorporates two modern trends in data publishing: Linked Open Data technologies and spatial data publishing technologies. The framework includes components for semantic data publishing from relational data sources, data integration and link generation. The SPARQL query answering algorithm that utilizes generated linksets is introduced. This article also presents the Protected Sites ontology for Linked Open Data Space, which follows INSPIRE recommendations and involves common RDF vocabularies.

Process Approach and Construction of the Database for Non-Core Asset Management in Credit Organizations

Abstract:

A method for building end-to-end management accounting in a division of the Bank’s subdevision specializing in working with non-core assets is proposed. Has been proposed the process approach, an algorithm for building a database for the formation of key performance and control indicators.


Has been described the key stages of the department's work, the attribute composition of entities (set) arriving, enriched and transmitted at each stage of the department's work. By modeling the process has been built a role model, access and editing rights for employees. Data sources (reference books) for optimization and unification of the process of filling the database (tuple) are proposed. A method of accessing the database in the Power Query Microsoft Excel add-in is proposed, which allows you to collect data from files of all basic data types, process and refine the received data. In the interactive programming environment Jupyter Notebook, mathematical and financial models for data analysis (logistic regression, decision tree and discounted cash flow method) were built based on data in order to predict costs, the timing of asset exposure and make a decision on the optimal cost of putting property on the Bank's balance sheet and selling price. Based on ready-made libraries (matpotlib, seaborn, plotly), options for data visualization for management are proposed. Using the example of the Bank's division, the author describes the positive effects and opportunities that open up to the management of different levels in solving day-to-day tasks and planning the activities of the division. A technical task was proposed for the development of a showcase for the sale of non-core assets on the Bank's website as an environment for the accumulation of external data for making flexible management decisions.

Semantic analysis of documents in the control system of digital scientific collections

Abstract: Methods of the semantic documents parsing in digital control system of scientific collections, including electronic journals, offered. The methods of processing documents containing mathematical formulas and methods for the conversion of documents from the OpenXML-format in ТеХ-format considered. The search algorithm for the mathematical formulas in the collections of documents stored in OpenXML-format designed. The algorithm is implemented as online-service on platform science.tatarstan.

Visualization tools for co-author networks and citation networks of large scientific portals

Abstract: Due to the fast development of Semantic Web and its new branch of Linked Open Data, large amounts of structured information on various scientific areas become available. Digital libraries, information systems and portals based on ontologies are the most reliable sources of this information that need careful investigation in order to optimize science management. A generally accepted way to facilitate understanding of such large and complex data sets is graph visualization. This paper is devoted to newly developed visualization algorithms of co-authorship and citation networks extracted from information portals and digital libraries of the Linked Open Data cloud.

Information about Russian Research Organizations in Multilingual Data Sources

Abstract:

International and Russian-language data sources that provide information about Russian research-related organizations are considered. It is demonstrated that Russian-language data sources contain more information about Russian research-related organizations than most international data sources, but this information remains unavailable for English-language data sources. Experiments on comparison and integration of information about Russian research organizations in international and Russian data sources are outlined. Data sources such as GRID, Russian and English chapters of Wikipedia, Wikidata and eLIBRARY.ru are considered. The work is an intermediate step towards the creation of an open and extensible knowledge graph.

Building Subject Domain Ontology on the Base of a Logical Data Mod

Abstract: The technology of automated construction of the subject domain ontology, based on information extracted from the comments of the TATNEFT oil company relational databases, is considered. The technology is based on building a converter (compiler) translating the logical data model of Epicenter Petrotechnical Open Software Corporation (POSC), presented in the form of ER diagrams and a set of the EXPRESS object-oriented language descriptions, into the OWL ontology description language, recommended by the W3C consortium. The basic syntactic and semantic aspects of the transformation are described.

Analysis of spatial data in distributed environments

Abstract: The article considers the issue of algorithms for analysis of spatial data in distributed environments based on the Open Geospatial Consortium standards. Publication of source code is also briefly touched. Emphasis is placed on our understanding of what do we need from client-side of Web-services of spatial data analysis and how the collaboration between user and published data analysis tools can be organized. Preliminary results demonstrates the development of universal client module for data analysis

Open Archives of Ground-Based Ionospheric Radiosounding Data by Shortwave Signals

Abstract:

By the radiosounding of the ionosphere with short-wave signals, can be obtained information about the processes in the ionospheric plasma, about its structure and state; these data are also extremely important for radio engineering systems operating in the short-wave range. To date, a large amount of experimental data has been accumulated for various geo- and heliophysical, spatial and temporal conditions. The interest in large amounts of ionospheric radiosonde data is also motivated by the possibility of constructing statistical models using machine learning theory methods. The paper presents some Internet resources with ionospheric radiosonde data, shows the prospects for their application, and also identifies some problems, such as insufficient documentation of some data formats and the presentation of ionograms only in the form of raster images, most of which are also scanned from photographic films.

Methods and Algorithms for Increasing Linked Data Expressiveness (Overview)

Abstract: This review discusses methods and algorithms for increasing linked data expressiveness which are prepared for Web publication. The main approaches to the enrichment of ontologies are considered, the methods on which they are based and the tools for implementing the corresponding methods are described.The main stage in the general scheme of the related data life cycle in a cloud of Linked Open Data is the stage of building a set of related RDF- triples. To improve the classification of data and the analysis of their quality, various methods are used to increase the expressiveness of related data. The main ideas of these methods are concerned with the enrichment of existing ontologies (an expansion of the basic scheme of knowledge) by adding or improving terminological axioms. Enrichment methods are based on methods used in various fields, such as knowledge representation, machine learning, statistics, natural language processing, analysis of formal concepts, and game theory.

Digital infrastructure of electronic scientific journal: automation of editorial and publishing process and system of services

Abstract:

We investigated the current models of the publication and dissemination of scientific knowledge. We describe the modern information management system of scientific publications and services that determine their functionality.

We discuss the concept of the digital infrastructure of the electronic scientific journal. Under this infrastructure, we understand the complex that combines management software platform of electronic journal and a number of specialized information systems. The software platform realizes the basic operating log management processes. Information systems provide the operation of additional services, taking into account the specifics of the journal subject area.

We present an approach to the organization of the digital infrastructure of the scientific journal based on an open platform Open Journal Systems (OJS). We provide software services that extend the functionality of this platform and considering specificity of the subject area of scientific journals. We have created software modules for automating of electronic scientific journal workflow. These modules are an extension of OJS.

We present a system of services for the automated processing of collections of scientific documents. These services provide verification of document compliance to the accepted rules of formation of collections and their conversion to the established formats; structural analysis of documents and extraction of metadata, as well as their integration into the scientific information space. The system allows to automatically performing a set of operations that cannot be realized for acceptable time with the traditional manual processing of electronic content. It is designed for the large collections of scientific documents.

Algorithms style validation of texts at the article registration stage in the information system of electronic scientific journal, the selection of reviewers, alert and control the timing of reviewing were automated. Information gathering algorithm with dedicated news lines of scientific journals, further analysis and distribution of news by categories and degrees of importance were developed. The algorithm automatically extract bibliographic data from a homogeneous array of publications (in particular, the issues of the scientific journal) and the formation of metadata blocks for export to international information and analytical system were created. Methods integration of OJS platform and international databases of science citation were developed.

We present methods of processing documents containing mathematical formulas: in the collections of documents that contain mathematical formulas, algorithm for the search formulas is developed; basic ideas, approaches and results already obtained by the mathematical knowledge management based on ontology are presented; a method of constructing recommender systems based on mathematical knowledge ontologies described. The method of primary processing automated of scientific article using TеX-notation developed.

The new direction of researches of scientific communications in the environment of Web 2.0 – altmetrics – is considered. We have analyzed the content of the notion «altmetrics», we conducted a comparison of traditional (bibliometric and scientometric) and alternative indicators. We describe the use of world experience informetric services on scientific journals sites. We discussed options for implementing these approaches to create an electronic scientific journal management platform.

List of HAC: User Interface in the RSJ Database and ELibrary.ru

Abstract:

The List of peer-reviewed scientific journals of the Higher Attestation Commission is gradually turning into a complex information system based on the normative documents of the Higher Attestation Commission, bibliometric data eLibrary.ru, decisions of the expert councils of the Higher Attestation Commission and working groups engaged in the analysis, ranking and categorization of the journals of the List. The Russian Scientific Journals (RSJ) database created by RIEP can become a system that serves the requests of different categories of users related to the topic of dissertation defense. So far, the RSJ has implemented the interface of a representative of the editorial board of the journal and the interface of a member of the expert council of the Higher Attestation Commission. It is desirable to include in the RSJ an open interface addressed to the degree applicant to verify compliance with the requirements of the Higher Attestation Commission for publications in journals from the List. With the established mutual exchange of data between RSJ and eLibrary.ru, the applicant's interface with the designated functionality can be organized in the eLibrary.ru user environment.

Recommender System in the Process of Scientific Peer Review in Mathematical Journal

Abstract: An approach is proposed for organizing expert evaluation of a scientific document submitted to a mathematical journal. Domain restriction is associated with the use of the Mathematical Sciences Classification System – MSC. A recommendation system is presented that allows you to create a list of possible experts for conducting scientific peer-reviewing on a mathematical article. The recommender system uses the MSC codes presented by the author of the article on the MSC2020 classifiers. If the codes MSC2000 or MSC2010 are indicated in the article, they are automatically converted to codes MSC2020. For each expert, the system supports a personal profile that contains a set of codes MSC2020, supplemented by numerical characteristics – weights calculated for each code in accordance with the system of accounting for competencies, preferences or refusals to participate in the review procedure. This set is automatically edited if the expert is included in the list of possible reviewers – the weights of several codes increase or decrease, as well as new codes are added. The recommendation system is implemented as an integrated tool (plug-in) of the Open Journal Systems (OJS) platform. The developed method has been tested in the information system of the Lobachevskii Journal of Mathematics (https://ljm.kpfu.ru).

Automatic Replenishment of Metadata of Digital Publications using Semantic Services of the Internet

Abstract:

The article describes approaches to replenishing metadata of documents in electronic collections of a digital mathematical library. An open resource of the semantic network is used as a replenishment. For this purpose, software tools have been developed to search for the necessary data and include it in a metadata set. A separate block of metadata in a scientific article is formed from the affiliation of the authors presented in the document. Typically, the ownership that occurs in a document does not contain sufficient data to generate a set of metadata. A method has been developed for providing author affiliation metadata, providing an open register of scientific organization identifiers (ROR), as well as means for making connections between ROR and other semantic chains. This method was applied to the collections of articles of the journal “Digital Libraries” for 2021–2022.


The article describes a method for connecting the Lobachevsky digital mathematical library-DML to new electronic collections, and describes a method for transforming metadata into a digital format available for downloading.

We describe the modern information management system of scientific publications and services that determine their functionality. We have created software modules for automating of electronic scientific journal workflow. These modules are an extension of Open Journal Systems. We describe the architecture of a universal information management system of electronic scientific journals and management platform of “Russian Digital Libraries Journal”.

Analysis of Software System Optimization using the Example of Free Automated Library and Information Systems

Abstract:

This article is devoted to the study of the possibilities of optimizing the operability and improving the efficiency of complex multifunctional software systems using the example of free automated library and information systems (hereinafter - ALIS).


By 2023, the world has accumulated valuable experience in the creation and operation of integrated ALIS of various scales and purposes, but the issues of improving their design solutions remain relevant. First of all, this concerns the need to optimize the structure of the source code in order to increase its readability and maintainability, reduce the execution time of individual functional modules, and reduce the amount of RAM used.


As part of the study, a comparative analysis of the source codes of several existing open source databases implemented in various programming languages was carried out. The main approaches to the design of the code structure were studied, the most frequently used algorithms and patterns were identified. To assess the degree of optimization of the source code, a set of indicators was developed, including an assessment of the structure, readability, modularity and other characteristics. On this basis, individual code fragments were compared before and after the use of well-known refactoring techniques.


As a result of the work carried out, it was possible to identify the most common errors and shortcomings in the structuring of the source codes of the ALIS, to determine the main directions of their optimization. Data has been obtained on the possible reduction of testing and technical support costs by improving the quality of source codes.

Building a Digital Geological Knowledge Management System to Support Scientific Research

Abstract:

The paper describes new approaches to collecting data on scientific publications from open access systems with the subject of Earth Science. Based on the developed and adapted approaches, an archive of scientific publications (repository) and a set of programs for accessing scientific publications for collecting, searching, filtering, cataloging and managing publications and their metadata have been created. In order to improve the availability of publications and other related data on the websites of the SGM RAS, the Wiki – Geology of Russia system has been developed. This system is a thematic rubric in the direction of "Mineral deposits of Russia", with an additional topic "Mineralogy". All articles must have a link to the source of information from the archive of scientific publications and, optionally, additional links on similar topics. Wiki – Geology of Russia is the first step in creating a knowledge base on mineral deposits.

About “Golden Race DB” Development (NoSQL DBMS) as an Alternative of “Google Firebase”

Abstract:

In this article, we have described expirience of the new NoSQL Database Management System (DBMS) development named as “GoldenRaceDB”. Also, we have described prerequisites that needed to create it in the context of the Russian software’s import problem. The new technology is realised as based on server environment Node.js. To understand this article, a reader should have expirience of server-side development by using one of high-level progrmming language (as minimum) or expirience of development custom DBMS. This technical solution is not open source, we have created it to solve our local tasks at our organization exactly, the technology birth place. But a reader can understand a general vector of creating custom resized DBMS by using other high-level programming language.

Abstract: When processing huge amounts of information arising in the process of activities of individual organizations and entire sectors of the economy, new approaches and solutions are needed. For effective conversion of national defense industry, an information and analytical system is being developed. The paper discusses the created tool for systematization of open data on military products and defense industry potential. In particular, a resource is being developed that will be a kind of aggregator of this information.

Проект NewsAgent for Libraries: Персонифицированная служба оперативного информационного обеспечения

Abstract: There are three main ways of obtaining information: searching, browsing and alerting. The first two are being widely developed by libraries using the Web, but the last has been somewhat neglected. The NewsAgent for Libraries project was originally funded under the eLib Programme by JISC (Joint Information Systems Committee of the UK higher education funding councils) as a two-year collaborative project started in April 1996.
Several small publishers of library and information science journals worked with network specialists, market evaluators and commercial software developers to design an open, distributed architecture for disseminating information via email and personalised Web pages. Dublin Core metadata was used, enhanced by NewsAgent specific keywords, to map stored user subject profiles against information feeds. Metadata was harvested using software robots to build an Oracle database where both user profiles and document attributes were stored.
Users can join the service via a Web page, to receive information updates by email or as a personalised Web page. Users can select predefined Topics in which they are interested, or create new named ones (stored queries). They can also modify existing Topics. Topics are presented in groups, called Channels.
A major part of the project was an extensive study of the potential end users of the service, before and after a prototype service was created. The project was considered a success, although further development of both software and marketing strategy were needed before a full scale launch could be planned. This is now expected in autumn 1999. In addition to this service, the software is being applied to other services by different organisations, targetted at groups such as small businesses, medical information and environmental information. It is expected that a commercial software package will be available from Fretwell-Downing Informatics as a result of the project.

Using syntax for sentiment analysis of russian tweets

Abstract:

The paper describes our approach to the task of sentiment analysis of tweets within SentiRuEval – an open evaluation of sentiment analysis systems for the Russian language. We took part in the task of sentiment analysis of Russian tweets concerning two types of organizations: banks and telecommunications companies. On both datasets, the participants were required to perform a three-way classification of tweets: positive, negative or neutral.

We used various statistical methods as basis for our machine learning algorithms. Linguistic features produced by our morpho-syntactic analyzer are applied to the classification. Syntactic relations proved to be a crucial feature for any statistical method evaluated, and SVM-based classification performed better than the others. Normalized words are another important feature for the algorithm.

The evaluation revealed that our method proved to be rather successful: we scored the first in three out of four evaluation measures.
