About the license agreement for the work-for-hire publication

Abstract: In accordance with the Civil code of the Russian Federation, a research paper is the result of intellectual activity, which is provided with state protection. The author of the research paper owns the right of authorship, the right to a name and other non-property rights. If the paper is created within the framework of the authors' implementation of their official duties, the exclusive right to the paper belongs to the employer.
With the consent of the employer, the author concludes a license agreement with the publisher for the publication of the paper on the terms proposed by the publisher. Signing of the license agreement does not entail the transfer of the exclusive right to the publisher. Even if the employer has instructed the author to enter into a copyright agreement with the publisher under an exclusive license, the employer reserves the right to use the work, including the right to publish the work on its website.
The author (copyright holder) always retains the right to create derivative works. Often imposed by the publisher terms of the license agreement, limiting the author's right to create works on the basis of previously published articles, have no legal force.
The publication by the author of derivative works containing fragments of the author's previous paper should not be considered as a violation of publishing ethics. The term "self-plagiarism" is incorrect.
The Civil code of the Russian Federation establishes a simple (non-exclusive) license that allows several publishers to publish an article without its processing. The publication of article in several editions — this is one of the legal ways of realization of the rights of the author (copyright holder) on a wide publication of a work.

Authors Identification within the Subject Area in the Semantic Library

Abstract:

The peculiarities of the task of authors identifying and determining author's contribution to publications in digital bibliographic codes are considered. The features of the problem of insufficient identification are manifested in the repetition of information, doubling, the presence of authors with completely coincidental names, self-quotation, autoplagiate and plagiarism itself. It is proposed to use publication information that has already been accumulated in the digital library in the form of related object area data and a variety of target thesaurus data, as the author and user of the library. This information contains links whereby keyword contexts, multiple co-authors, and term associations in dictionaries and thesauruses can be used to identify authorship. It is important that an array of scientific publications is considered, since they have an established traditional structure, which allows comparing fixed text elements (annotations, keywords, classifier codes, etc.). Thus, even if the names in the publications are fully matched, the question of authorship can be raised if the publications in the digital library correspond to different subject areas. Resolution of such contradictions is accomplished by evaluating a plurality of links of all elements of secondary publication information. The result of the comparison could be the addition of the author to a specific area, i.e. the extension of the addressee's thesaurus and the author's personal thesaurus, or the appearance of full namesakes in the library, but from different areas of knowledge. It has been shown that modern data analysis tools allow you to evaluate the author's contribution to publication, despite the fact that of course, only the scientific community can evaluate the real contribution to scientific research.

Scientific Co-Authorship in Russian Mathematics in 2000–2020: A Study Based on the Example of Famous Russian Journals

Abstract:

Scientific co-authorship is a direct reflection of scientific collaboration. There is empirical evidence of the value of co-authorship, for example, articles with a large number of authors tend to be cited more often, which is important for calculating various indexes. Many foreign studies show an increase in co-authorship both in general and in various scientific disciplines, however, it is quite difficult to judge the situation with co-authorship of Russian scientists based on research according to Web of Science or Scopus for a number of reasons. According to the portal Math-Net.Ru some issues of co-authorship in the field of mathematical and computer sciences in Russia are investigated. In particular, it shows a small but steady increase in the average number of co-authors per publication and an increase in the number of articles co-authored over the years 2000-2020.

On Some Properties of Collaboration Graphs of Scientists in Math-Net.Ru

Abstract:

A study of two graphs of scientific cooperation based on co-authorship and citation according to the all-Russian mathematical portal was conducted Math-Net.Ru. A citation-based scientific collaboration graph is a directed graph without loops and multiple edges, whose vertices are the authors of publications, and arcs connect them when there is at least one publication of the first author that cites the publication of the second author. A co-authorship graph is an undirected graph in which the vertices are the authors, and the edges record the co-authorship of two authors in at least one article. The customary study of the main characteristics of both graphs is carried out: diameter and average distance, connectivity components and clustering. In both graphs, we observe a similar connectivity structure – the presence of a giant component and a large number of small components. The similarity and difference of scientific cooperation through co-authorship and citation is noted.

Development of the Information System for Registering the Result of Scientific Institution’ Employees Intellectual Activity

Abstract:

The article describes a Web-system developed by the authors that implements services related to the formation and provision of multifaceted information about the results of scientific activities (publications, copyright certificates and reports at scientific events) of employees of an organization or a group of organizations. The system is focused both on the end user interested in obtaining specific data, and on the administrative staff, who generates reporting materials for the parent organization. The information base of the system contains metadata on the following classes of objects: persons (authors), organizations and their subdivisions; publications at analytical, monographic and summary levels; copyright certificates; scientific events (conferences, symposia, seminars); reports. The system includes two modules – an administrative one (intended for entering and editing data) and a user one, which is a special search engine that searches for information, visualizes it, provides navigation among related resources and exports data. A distinctive feature of the system is the introduced concept of “equivalent” objects. Objects are considered equivalent if they are represented in the system by different metadata, but referring to the same physical entity. Such objects are “persons” corresponding to one author with different spellings of the surname in the bibliographic descriptions of publications; organizations with different variants of names; articles published unchanged in various languages. In accordance with modern requirements for reporting on publications, the system reflects the sources of research funding, as well as the affiliations indicated in the articles for each author.

Alive Publications are Gaining Popularity

Abstract:

An alive publication is a new genre for presenting the results of scientific research, which means that scientific work is published online, and then constantly developing and improving by its author. Serious errors and typos are no longer fatal, nor do they haunt the author for the rest of his or her life. The reader of an alive publication knows that the author is constantly monitoring changes occurring in this branch of science. Meanwhile at present, the Russian author who supports an alive publication is dramatically losing out on many generally accepted bibliometric indicators. The alive publication encourages the development of the bibliography apparatus. Each bibliographic reference will soon have to contain such important for the reader updating on-the-fly attribute as date of the last revision of alive publication. It is to be expected that as the alive publication spreads over to the scientific world, the author's concern for the publication's evolution will become like a parent's care for the development of a child. The Internet will be filled with scientific publications that do not lose their relevance over time.

The principles of justice as fairness in the publishing activities in the field of education

Abstract: The results about the plagiarism problem are presented. The reasons for its distribution in publishing and educational activities and ways of eradication are considered. Such root causes of this phenomenon as: loss of trust tradition in publishing activity with updating authors; insensitivity to publishing ethics of the modern authors grown up in the period of loyalty to plagiarism; commercialization of anti-plagiarism campaigns; weak motivation of authors to publishing activity. The concept about fairness as honest by J. Rawls is proposed to substantiate the methodological approach to solving the problem of dishonesty in publishing, including plagiarism. With its help, the idea about forming of relationships system "publishing-authors" on the basis of the justice principles as honesty is substantiated. The approach to the formation of the ethical framework for relations in the chain "publishing – authors – students – IT-managers – employers" on the basis of the justice principles, such as: equality rights of the requirements about their own benefits, mutual honesty; ethical restrictions on actions, that harm those in the worst position, which are students-readers. The procedure of development and coordination of justice principles in publishing activity with the help of the website of publishing house is offered. These principles should be reflected in the ethical code of publishing.

Проект создания электронной библиотеки диссертаций в РГБ

Abstract: Описывается проект электронного депозитария диссертаций, получивший поддержку РФФИ. Предполагается, что электронная библиотека диссертаций будет включать: действующий в РГБ электронный каталог авторефератов и защищенных в стране диссертаций, расширяемый путем ретроспективной конверсии карточных каталогов и позволяющий вести поиск по любым элементам библиографических записей и их сочетаниям; полнотекстовую базу данных авторефератов, свободно предоставляемую в теледоступе на Web-сервере РГБ; полнотекстовую базу данных текстов содержаний (оглавлений) из диссертаций; перечни приведенной в диссертациях литературы (некий указатель цитируемой литературы по темам или отраслям знаний); полнотекстовую базу данных самих диссертаций с удаленным доступом или локальным доступом для читателей в РГБ в соответствии с договорами с авторами диссертации; данные об авторах.В электронной библиотеке программными средствами обеспечивается единый интерфейс доступа из одной точки ко всем включаемым в систему информационным ресурсам. Более того, данная электронная библиотека станет одной из электронных коллекций электронной библиотеки РГБ.

Determining the Thematic Proximity of Scientific Journals and Conferences Using Big Data Technologies

Abstract: The number of scientific journals published in the world is very large. In this regard, it is necessary to create software tools that will allow analyzing thematic links of journals. The algorithm presented in this paper uses graphs of co-authorship for analyzing the thematic proximity of journals. It is insensitive to the language of the journal and can find similar journals in different languages. This task is difficult for algorithms based on the analysis of full-text information. Approbation of the algorithm was carried out in the scientometric system IAS ISTINA. Using a special interface, a user can select one interesting journal. Then the system will automatically generate a selection of journals that may be of interest to the user. In the future, the developed algorithm can be adapted to search for similar conferences, collections of publications and research projects. The use of such tools will increase the publication activity of young employees, increase the citation of articles and quoting between journals. In addition, the results of the algorithm for determining thematic proximity between journals, collections, conferences and research projects can be used to build rules in the ontology models for access control systems.

Citation Indixes and Assessment of Authors Publication Activity

Abstract:

One way to evaluate the scientific activity of a scientist is to calculate various indicators based on the number of his publications and their citation. In this case, each co-author of the publication receives the same number of points for it. A similar ranking method leads to an artificial increase in the number of co-authors in our publications. This leads to a distortion of ratings, and to a significant decrease in the quality of thematic search. The method presented in the paper allows us to evaluate the contribution of the author to his published works. Approbation of the method was done on the data of the scientometric system IAS ISTINA.

Extraction Of Wikidata Knowledge For The Metadata Formation For Documents of Digital Mathematical Collections

Abstract:

Methods for creating digital mathematical collections that include unstructured sets of documents are presented. These sets contain materials from scientific conferences, as well as articles from the archives of mathematical journals of the "pre-digital" period.


Using the software tools of the metadata factory of the digital mathematical library Lobachevskii DML, a mandatory set of metadata for digital collection documents was formed. To refine and replenish the metadata sets, knowledge extraction methods from Wikidata were used.


To search Wikidata for information about digital collection documents and their authors, a system of SPARQL queries has been developed. A set of Wikidata entities is defined, which determine the features of the search, as well as the subsequent filtering of the results.


Methods for clarifying and supplementing the bibliographic references given in the articles are proposed. When forming the metadata of documents of retrocollections, a search was made in Wikidata for information about the years of life of the authors of articles, as well as URLs of web pages with information about articles and their authors. The results of the formation of several new digital collections of the Lobachevskii-DML digital library are presented.

Using the Co-Authority Graph for the Thematic Search of Conferences on Scientometric Data

Thematic information search is used in various fields of activity. The use of thematic analysis tools to search for conferences allows you to increase the completeness of the search and coverage of conferences, helps to expand the circle of scientific communication of young scientists and the formation of closer scientific connections. The search algorithms developed by the authors use the co-authorship graph and the reference set of authors. The set can be obtained using methods of thematic search of experts or based on given samples. The developed algorithms are language insensitive and take into account the authority of conferences in the scientific community. Approbation was carried out on the data of the scientometric system IAS ISTINA.

About ontology of the addressee in mathematical subject domain

Abstract: The problem of representation of mathematical subject domains in digital libraries and usefulness of these resources for experts is discussed. The option of representation of mathematical subject domains on the Internet is given. As information model for unit of record article of the thesaurus is chosen. Implementation of the scheme is shown on the example of the partial differential equations. Approach to the organization of information space of the author is offered, using the thesaurus by the addressee. On the basis of descriptions of subject domains of individuals creation of ontology of scientific cross-disciplinary community is supposed what, according to authors, will allow not to lose new result or opening in science, to observe priorities of authors, to build in new knowledge the settled system of classical subject domains.

Abstract:

The article describes a typical object-oriented WEB-system designed for storing and providing various reference and statistical data on the scientific works of employees of an institution (group of institutions), developed by specialists of the JSCC RAS. The system contains information about publications of employees and reports made by them at scientific conferences, symposiums, and seminars. The system is focused on working with objects belonged to classes connected between each other, such as "author", "organization", "publication", "report", "event". The metadata profile of objects of each class includes attributes that are necessary to get detailed information about both an individual object of this class and a group of objects associated with the specified attribute values of objects of other classes. For example, you have to get a list of articles by employees of a given organization published articles in a given journal for a given period of time. A distinctive feature of the system is the introduced concept of "equivalent" objects. Such objects are "persons" corresponding to the same author with different spellings of the last name in the bibliographic descriptions of publications; organizations with different versions of names; articles which are published without changes in different languages. This article describes in detail the features of the system, its user interface, and provides examples of performing specific queries.

Analysis of the Distribution of Key Terms in Scientific Articles

Abstract:

One of the Common Digital Space of Scientific Knowledge (CDSSK) main components are the subject ontologies of individual thematic subspaces, which include the basic concepts related to this scientific area. The constructing subject ontologies task at the initial phase requires the array of key terms formation in a given scientific are with the subsequent establishment of links between them. A similar task is in the encyclopedias formation in terms of the articles (slots) list generating that determines their content. One of the sources for the formation of the key terms array can be the metadata of articles published in the leading scientific journals. Namely, the author's key terms ("keywords" in the terminology of the journals editors) quoted by the article. To make a conclusion about the possibility of using this approach to the subject ontologies formation, it is necessary to conduct the author's key terms array preanalysis, both in terms of real correspondence to the main areas of research in this science branch and in terms of the distribution of the certain terms occurrence frequency. This article presents the results of the occurrence frequency analysis of the author's key terms in Russian and English, carried out on the software processing basis of several thousand articles from leading Russian journals in mathematics, computer science and physics, reflected in the MathNet database. An assessment was made of the distribution of key terms correspondence (as phrases) and individual words to the Bradford's law, and the key terms cores within the thematic direction were identified.

Russian e-journals – new stage of development, integration problems

Abstract: Описаны направления российских исследований и разработок в области научных электронных журналов. Приведены статистические материалы, характеризующие работу нескольких наиболее успешно функционирующих электронных журналов за все время их существования, в том числе распределение статей по тематике, и статистика запросов на материалы журналов. Сделана попытка ответа на вопрос, кто является типичным автором полностью электронных журналов.
Обсуждены вопросы сохранения целостности материалов журналов и их архивации, организации всей технологической цепочки «автор – редакция – рецензент – редакция – сайт», сохранения авторских прав, официальной регистрации журналов и некоторые другие юридические проблемы.
Сделан краткий обзор существующих в России полностью электронных научных журналов, указаны их особенности, приведена сравнительная классификация. Уделено внимание способам разметки и поисковым системам.
Представлены основные результаты по созданию и реализации технологии автоматизированной обработки и включения в соответствующие базы данных (в частности, в базу данных Научной электронной библиотеки) электронных научных журналов с учетом имеющихся стандартов и рекомендаций, достигнутые при поддержке Российского фонда фундаментальных исследований в рамках проекта 03-07-90252.

Teaching Mathematical Disciplines Using the Mirera Digital Educational Platform

Abstract:

The article describes the experience of digital transformation of mathematical disciplines based on author's digital educational platform Mirera. The Mirera DEP is optimized for the Russian system of organization of higher education, focused on the development and delivery of courses that combine online and offline technologies for conducting the educational process. The Mirera DEP provides course authors with tools for developing computerized courses with automated verification of the correctness and independence of current and control tasks performed by students using artificial intelligence methods. Various original types of tests are built into the platform, supporting both in the description of tasks and in answer options, content in various formats, including TeX, sequences of elements (for automated testing of student knowledge of the structure of proof of course theorems or schemes for solving typical problems), semantic analysis of text responses, etc.

The paper examines the phenomenon of joint creativity of several authors, and provides examples from various fields of activity. The main attention is paid to information technologies: inventions made at the end of the 20th century are analyzed. Their authors are pairs of outstanding specialists who combined the talents of a programmer and a manager. They determined the further development of the IT industry and radically changed the quality of mankind’s way of life. Algorithm for linking translated articles using authorship statistics

Abstract: During the last decades scientometric techniques have been used for research activity stimulation. Number of published articles and number of their citation counts are among the most important scientometric parameters. In an automated environment, when the publications metadata is gathered from various sources, correct linking of original papers with their translations into different languages is extremely important. In the paper we show that the known text similarity measures are inefficient in the context of article linkage problem. We propose a method for semi-automatic article linkage using statistical data on authors publication activities only. This approach may be used for linking articles without training for the language of translation. The method was evaluated on real-world collection of publications metadata of ISTINA information system.

Visualization tools for co-author networks and citation networks of large scientific portals

Abstract: Due to the fast development of Semantic Web and its new branch of Linked Open Data, large amounts of structured information on various scientific areas become available. Digital libraries, information systems and portals based on ontologies are the most reliable sources of this information that need careful investigation in order to optimize science management. A generally accepted way to facilitate understanding of such large and complex data sets is graph visualization. This paper is devoted to newly developed visualization algorithms of co-authorship and citation networks extracted from information portals and digital libraries of the Linked Open Data cloud.

Methodology of Network Analysis of Scientific Publications

Abstract:

The relevance of the issues of the analysis of scientific publications is due to the fact that with the of Internet technologies, it became possible to collect data on the publication citation network. Meanwhile, the current approach to the analysis of scientific publications is based on bibliometric indicators that take into account only the number of citations. However, network analysis, which is mainly used in the study of social networks, is becoming increasingly widely used. The author has developed a methodology that allows for an effective analysis of scientific publications based on network analysis methods alternative to bibliometric methods. As criteria for evaluating scientific publications based on network analysis, relevant measures of the centrality of the citation network nodes are established: centrality by degree of connectivity; centrality by proximity to other nodes; centrality by mediation; centrality by authority; centrality by concentration. The author presented the experiment result that allows validating the developed methodology of network analysis of the scientific publications significance. Scientometric databases were used as primary sources of data on publications, which make it possible to track the citation of publications and identify relevant citation networks. The application of the proposed network analysis methodology contributes to the identification of important publications in the development of the scientific direction.

Method for Expert Search using Scientometric System Data

Abstract:

The use of modern methods of thematic analysis for the analytical processing of information is currently used in almost all areas of human activity, including scientometrics. Many scientometric and citation systems, including the world famous WoS, Scopus, Google Shcolar, develop thematic categories for searching and processing information. Most important tasks that can be solved using thematic classification methods are: assessment of the dynamics of the development of thematic areas in the organization, country and in world science; search for articles on a given topic; search and assessment of the authority of experts; search for journal for publication and other relevant tasks. The Lomonosov Moscow State University is currently developing and using the system ISTINA. In this project, algorithms have been created that solve some of the problems listed. Scientific research is underway to create new effective mathematical models and algorithms in this area.

Abstract: В данной статье на примере имеющегося у автора опыта развития электронных информационных систем для научно-образовательного сообщества иллюстрируются признаки формирования нового феномена: открытой электронной библиотеки, появление которого является результатом естественной эволюции и системного развития процессов создания, хранения и использования электронных информационных ресурсов.

Semantic analysis of documents in the control system of digital scientific collections

Modern information and communication technologies, elements of digitalization are constantly and rapidly developing, which, in turn, has a direct impact on all spheres of human activity. In the light of recent events related to the collapse of the tourism business due to COVID-19, there is a great scientific interest in the service sector, namely in the field of "digital tourism". Digital tourism relies on the widespread adoption of new technologies such as social media and mobile technologies, smart devices and sensors to collect and use massive amounts of data to create new value propositions. In this regard, the authors set a goal – to present a review of the literature on "digital tourism" from the standpoint of scientific and media discourse. The authors present a comprehensive scientific approach, including the sequential implementation of all stages of the review, from the definition of the terminological core of the interdisciplinary direction, the formation of search queries, cascade search, selection and content analysis of materials to the identification and explication of contexts. The sources of information for preparing the review were publications from academic databases: Web of Science, Science-Direct, Scopus, GoogleScholar, eLibrary, Cyberleninka, as well as materials and publications in Russian-language media – Integrum.


The results obtained by the authors will be useful for scientists in identifying promising areas of research in the field of "digital tourism", as well as deepen their knowledge of mechanisms for searching, collecting and analyzing data and integrated and analytical environments.
