Abstract:

This work addresses some of the legal issues emerging in connection with the necessary to implement mandatory testing of final qualifying works for borrowings at realization final attestation on educational programs of higher education, posting these works in electronic library systems educational organizations, but also their use. In particular, the need to comply with legislation on personal data when processing personal information in the course of audit work identifying plagiarism, publishing works in library systems. Paid attention to the enforcement of intellectual property rights of authors of final qualifying works during educational organizations assigned to them defined responsibilities. Analysis of legal issues carried out taking into account introduced by the Government of the Russian Federation the draft law on education the organization of higher education it is proposed to impose a duty on public access on the official website of the educational organization in the Internet the full texts of final qualification works of master's programs and specialist programs.

Qualitative Analysis of the Relationship Between Teachers and Students`not-Knowing in the Process of Solving Reasoning Tasks

Abstract: Mason and Spence’s (1999) work demonstrate a detailed view into the concept of knowing. Although they highlight the importance of not-knowing as a first step, it is a topic that is not well researched. This study aims at expanding that research, by analyzing not-knowing expressions from teacher to student and possible connections to be found. During a course of geometric reasoning student teachers were asked to reason with a tangram while simultaneously recording their expressions of not-knowing and reflecting on it periodically. Student teachers were then tasked to teach this lesson to their students, who would also reflect and express their forms of not-knowing. Findings presented no real link between teacher-student expressions of not-knowing, but two major conclusions were made. Individuals altogether struggle conveying their not-knowing clearly and when they did express it, these expressions leaned heavily on not-knowing-that and not-knowing-how forms. A discussion follows to interpret said findings. A conclusion is made detailing key points in the study and what comes next for the concept of not-knowing.

Abstract: The software package of book supply coefficient calculation represents a monitor that reflects interrelation of printed along with electronic methodological support and principal educational programs implemented in the university. Data provided by the book supply software allows prompt planning, on-time adjusting of printed publications purchase, and forming effective subscription for electronic library databases according to relevancy of the content in a particular university’s current educational process.

University Library Taking Part in the Research Process of the University: the Experience of Systematizing Data on Publication Activity

Abstract: For the past seven to eight years the fundamental library of Herzen University has been a key link in the chain of building effective research activities of the university and its implementation in publications. the creation and development by the library of a software module that operates in the Herzen State Pedagogical University of Russia was a new stage in this activity; this module allows real-time output of structured current and comparative data on scientometric indicators of university teachers and researchers. The program module was created on the basis of database interaction with the API of scientometric resources such as Russian Science Citation Index, Scopus and Web of Science with the goal of further processing and systematization of the data obtained. The authors pay special attention to the development prospects of the created complex and the possibilities of data integration, including the implemented earlier synchronization of information with the profiles of teachers on the university website.

Building Subject Domain Ontology on the Base of a Logical Data Mod

Abstract: The technology of automated construction of the subject domain ontology, based on information extracted from the comments of the TATNEFT oil company relational databases, is considered. The technology is based on building a converter (compiler) translating the logical data model of Epicenter Petrotechnical Open Software Corporation (POSC), presented in the form of ER diagrams and a set of the EXPRESS object-oriented language descriptions, into the OWL ontology description language, recommended by the W3C consortium. The basic syntactic and semantic aspects of the transformation are described.

Distributed Training of ML Model on Mobile Devices

Abstract: Currently, the need for distributed ML training solutions in the world is increasing. However, existing tools, in particular TensorFlow Federated, are at the very beginning of their development, difficult to implement, and currently suitable exclusively for simulation on servers. For mobile devices, reliable approaches for this purpose do not exist. This article has designed and presented an approach to such distributed training of the ML-model on mobile devices, implemented on existing technologies. It is based on the concept of model personalization. In this approach, this concept is improved as a consequence of mitigating the identified drawbacks. The implementation process is structured so that at all stages of working with the ML-model use only one Swift programming language (Swift for TensorFlow and Core ML 3 are used), making this approach even more convenient and reliable due to the common code base.

Reloading or the “Old Tale for a New Freak”: What the Libraries of the Support Universities Live Today

Abstract: Appearing in Russia of the new cluster of support universities changes their activity in the case of connection with different regional communities. In order to research the experience of support universities’ libraries the Omsk state technical university (OmSTU) scientific library had organized and hold the special webinar. In the preparatory stage the great analytical work had been done. The analysis of support universities libraries’ cites had been performed. It allowed to distinguish events, directed on the interaction with the regional audience. Synchronous studying of strategic universities’ documents allowed the analysis of the role of libraries in realization of universities’ development programms.The results of this work and the opinions, formed during the webinar, are described in this article. Authors also offer the decisions for an effective collaboration and experience exchange between the support universities’ libraries. For example, on the special event of The Russian Library Association section of the higher educational institutions’ libraries.

Digitalization of School Mathematics – from Learning Goals to Technologies

Abstract:

The article identifies four categories of goals for studying mathematics at school: mastering theoretical positions at the evidentiary level, mastering algorithms for solving mathematical problems that illustrate the provisions of the theory, using the studied algorithms to solve applied and research problems, using mathematical methods and algorithms for teaching programming. Such a selection makes it possible to substantiate and specify the use of digital technologies in the course of mathematics, as well as to ensure their continuity, including with subsequent higher education courses. The importance of using mobile and cloud technologies and applications in independent (home) work of students in mathematics is emphasized.

Проект NewsAgent for Libraries: Персонифицированная служба оперативного информационного обеспечения

Abstract: There are three main ways of obtaining information: searching, browsing and alerting. The first two are being widely developed by libraries using the Web, but the last has been somewhat neglected. The NewsAgent for Libraries project was originally funded under the eLib Programme by JISC (Joint Information Systems Committee of the UK higher education funding councils) as a two-year collaborative project started in April 1996.
Several small publishers of library and information science journals worked with network specialists, market evaluators and commercial software developers to design an open, distributed architecture for disseminating information via email and personalised Web pages. Dublin Core metadata was used, enhanced by NewsAgent specific keywords, to map stored user subject profiles against information feeds. Metadata was harvested using software robots to build an Oracle database where both user profiles and document attributes were stored.
Users can join the service via a Web page, to receive information updates by email or as a personalised Web page. Users can select predefined Topics in which they are interested, or create new named ones (stored queries). They can also modify existing Topics. Topics are presented in groups, called Channels.
A major part of the project was an extensive study of the potential end users of the service, before and after a prototype service was created. The project was considered a success, although further development of both software and marketing strategy were needed before a full scale launch could be planned. This is now expected in autumn 1999. In addition to this service, the software is being applied to other services by different organisations, targetted at groups such as small businesses, medical information and environmental information. It is expected that a commercial software package will be available from Fretwell-Downing Informatics as a result of the project.

Development of Interside Dimensions in the Process of Teaching Mathematics to Future Architects

Abstract: The issues of development of intersubject communications at the present stage of the formation of digital education in the preparation of student architects are discussed. The idea of strengthening intersubject communications, mathematics and architecture is defended by a new meaningful replenishment of educational programs, mastering digitalization skills when solving mathematical problems by mathematical methods, and involving elements of competition implemented using Web technologies in educational activities.
