Настоящий тематический выпуск журнала «Электронные библиотеки» содержит новые научные результаты, которые были представлены исследователями на Международной научно-практической конференции «Обнаружение заимствований-2017» (Липецк, 26–27 октября 2017 года). Эта российская профессиональная площадка была предназначена для формирования экспертной среды по обсуждению проблемы плагиата в образовательном и научном сообществах. Соорганизаторами конференции выступили Министерство образования и науки РФ, ГАУДПОЛО «Институт развития образования», ФГБОУ ВО «Липецкий государственный технический университет», Академия информатизации образования. Конференция организована при поддержке Российского фонда фундаментальных исследований (проект 16-07-00870).
На конференции в течение двух дней обсуждались вопросы, связанные с методологией, теорией, технологией обнаружения заимствований. Участники познакомились с инновационными технологиями обработки текстов и оценки их оригинальности, интеграцией поисковых систем в информационно-образова-тельную среду организаций, обсудили вопросы практического применения и стратегического развития электронных ресурсов в сфере образования, науки и культуры. Принята резолюцию, в которой отражены основные решения по представленным направлениям работы конференции.
Хотелось бы отметить, что, несмотря на кажущуюся узкую направленность тематики конференции, она создает предпосылки для проведения исследований в различных областях науки, включая междисциплинарные. Обнаружение заимствований требует создания и внедрения новых алгоритмических и технических решений для повышения качества поиска, разработки новых методик, как в области организации массовых проверок квалификационных работ, так и в вопросах качественной экспертизы проверяемых текстов. Юридическая и нормативная база также требуют совершенствования.
В настоящий тематический выпуск вошли статьи, раскрывающие проблематику обнаружения заимствований в научных документах на опыте Российской государственной научной библиотеки, обсуждены правовые проблемы при проверке ВКР на наличие заимствований, представлены результаты исследований по обнаружению заимствований с использованием анализа цитирований, рассмотрены концептуальные основы создания экспертно-аналитических центров для анализа научных текстов на наличие некорректных заимствований, а также обоснованы принципы развития экспертной компетентности обнаружения заимствований в документах.

Revealing plagiarisms in research documents. from the experience of the Russian State Library
The article is dedicated to the experience of the Russian State Library (RSL) in testing research papers for incorrect borrowings. Study results for the detection of matching content using citation analysis
Translated plagiarism has widely spread in a scientific world and posed a serious problem due to the challenges in its automatic detection. However, in the last five years some progress has been observed in this area. The authors of this paper, as well as foreign research team from several universities independently of each other proposed an approach to detect plagiarism based on citation analysis with search of initial source for analyzed suspected paper with the same or similar references. Developed methods of detection of illegal use of borrowed text successfully passed several tests. The report shows the results that we have obtained in the last four years.
